You can get Coal in three ways in Doloc Town 1.0: break Coal Ore, convert Wood with the Charcoal Kiln, or buy it from the blacksmith.

Break Coal Ore

Use the Charcoal Kiln
The Charcoal Kiln recipe is in the Industrial tree and lets you turn Wood into Coal. Players also reported receiving a free one during quests or sidequests.
Buy from the blacksmith
